Brian Winddancer, known as Mayor Winddancer, is a character from Zootopia 2 and the 54th mayor of Zootopia, following Mayor Lionheart and Deputy Mayor Bellwether. He is a robust Clydesdale stallion. He was once a famous action movie star, starring in the "Whinny Guards" film series, with a handsome appearance, a mighty build, and flowing light golden mane, who greatly enjoys public attention and the spotlight.

His election as mayor was inseparable from the support of the Lynx family; this seemingly glamorous star politician was actually their puppet. He is flamboyant and loves to show off, simple-minded, and often gullible to the Lynx family's instructions. He was once ordered to restrict and pursue Judy and Nick, hindering their investigation into the conspiracy.

Mayor Winddancer, by nature, possesses a conscience. After learning that the Lynx family intended to alter history, create inter-species conflict, and eliminate the protagonists, he struggled internally. Eventually, he broke free from their control, stepped forward to confront the Lynx forces, and helped Judy and Nick expose the conspiracy. This character satirizes public figures dependent on capitalist forces, achieving a transformation from a passive puppet to someone who upholds his true self.
