Universal Roll Holder. I use it to hold my studio backdrop rolls, but can be used for anything, from packing paper to toilet paper.
To mount it on the wall, simply choose a distance a bit bigger than the length of the roll. The pins come in two diameter sizes: 10mm and 18mm.
