This is a part which is no longer produced by the manufacturer hence it is hard to come by. This is my own interpretation of the part with the part number 8D0819643.

Is this for the wind deflector under the window? Because I cannot associate it with the fender mounting.

yes it is for the plastic piece that mounts under the windshield for the facelift B5. Originally they are Philips screws and strip out due to age.
