Looking to try the thumb loop on a flashlight thing that's running around, but not for $20-30? This is the ticket. Single, large loop for a gloved or ungloved hand with a single M3 socket cap screw and locking nylon nut to secure it to your flashlight.
The next question is why the Coast HX5 flashlight? Between military and industrial maintenance experience over the last fifteen years, I've always carried a flashlight. There's some really nice flashlights out there, but that's when it's go-time. When I'm trying to get un-lost at 3am in the middle of a prairie somewhere on a drill, or I'm trying to find which gear is stripped out in the middle of a box-packing automation, I want a good flashlight that won't punch me in the wallet if it gets dropped, lost or pocketed by someone else. The Coast HX5 is the best bang for the buck. For $19.99, it runs great on a single AA battery and I've had one in my pocket for many years now. So, that's what my thumb ring design is for. The barrel measures right at 19cm, so if your small flashlight has a pretty similar barrel diameter, this should work just fine on this light.
The ring is designed not to interfere with the belt clip, but also be very secure to the battery-compartment cap. It recesses the thumb switch a little bit more, but not much more. There are recesses in the bolt hole to keep the nut from spinning and recess both the nut and the screw. I print in PETG since it's going on a tool. Turn on tree supports. Use gyroid infill and probably 3-4 walls.
