I printed mine with PET-G but I'm sure PLA will be fine as well. The tassel is TPU or you can get crafty and make your own with yarn but Im not that crafty or don't have the time.

To put the pin through the top from inside the tube I used a piece of tape doubled over on my finger tip. Stuck the pin to it and placed it up through the hole. Tthen place the tassel over the pin. Place a dab of superglue on the tip of the pin and place the ball on the pin but don't force it all the way down. This will allow the the tassel to spin freely.
