I wanted to be able to print this from my phone. Please show the actual creator some love. Here I will copy/paste the original description:

"I present you with The Bill, The Hydroponic plant supporter.

I made this for my wife's Gardyn Hydroponic Garden, it will also work in other brands too. Some of the smaller leggy plants needed extra support at the base. The Bill helps support the plant at the base and aids in its growth in the right direction.  Each Bill requires two small 2mm steel rods per 

Here are some some tips for this print:

• This is pretty easy to print standing upright but I recommend using a brim since print bed surface is minimal. 
• I noticed the tips of some of the steel rods needed to be filed down to fit. 
• The current tolerance is snug, however;
  • You may need to heat the rod if the tolerance is too tight
  • Use a tiny bit of glue if the tolerance is too loose.
• I used PETg for this print but PLA should be fine too.
