I couldn't find a Big Sur insert that fits sleeved cards, so I created one myself.
I personally use the 60 micron Sleeve Kings 63.5x88mm (SKS-8810) for the cards, and was able to fit all the Highway Cards in one slot. If you use thicker premium sleeves, such as the 100 micron Gamegenic ones, you will have to split the Highway cards.
