This is meant for hooking up a 1L gear oil bottle (38mm neck) to a 28mm hand pump.
It’s got internal 38mm threads to lock onto the bottle tight, no leaks, and external 28mm threads for the pump to fit like a glove.
Just a heads-up: you might need to extend the pump’s pickup tube a bit to suck up the oil properly.
