I couldn't find anything like this when I was searching ANY of the usual sites, so I set about designing it in Fusion 360. This is probably the most involved thing I've done so far.
Assembly is pretty straight forward - the bulbs are printed with translucent filament and press-fit into the holes of the face plate. I did this so that it could be printed in neutral colors and the bulbs reprinted in many colors and changed to be seasonal (purple/orange/green for Halloween, red/green for christmas, red/white/blue, etc). The light strip goes around the face plate. I started by the space near the arrow head, looped around the big circle, and came back through to loop around the arrow itself. The cord is conveniently placed near the hole in the back then. The support bars for the bottom of the base are not required, but I would recommend them if you are using it in a place that is not always perfectly still, for just a little bit of extra stability.
The only place support is needed is a little bit in the base, and only because I printed it as separate legs. I configured my print profiles to be easy to remove, so I do recommend using those. I've scaled it up to 160% (on my Anycubic Kobra3 Max) and down to 50%. It prints just fine no matter what.
