Joe Cool first appeared in the Peanuts comic strip in 1971. He's basically Snoopy's way of being cool and hip, a college campus type who thinks he's quite the ladies' man (though he's usually more interested in food). He's often depicted in a letterman jacket, though his most iconic look is simply his shades.
