I used translucent PETG + fluorescent red, two layers of translucent, then a color change to fluorescent red. The joining seems a little weak, I suggest applying some UV glue or gloss afterward. The original file is quite thick; if the translucent part seems too thin, you can modify the print using the original file. Use the cutting tool, select the layer for color change in the slicer, and you can manually change the color. It doesn't actively glow, but it will fluoresce under a UV lamp or blacklight. Oh, by the way, use a smooth build plate to print, otherwise, it won't be translucent.
