I really like the idea of good and new designs but I rather would suggest something else. I would like to see a program/process to boost the quality of uploaded designs in general. Maybe the database can be subjected to a yearly cleaning. If a design isn't liked, download or boosted x times in the last year, it will be removed. The owner can be notified and can for instance upload it again when he/she/they thinks it is still necessary but at least some effort has to be done to keep it alive.
