Came out nice but it prints the top layer during the first blue layer but then gets covered up by the next orange layer.

Not sure if I need to change something on my printer settings but the surface finish is rough like it printed a partial layer on top. I’ve printed 2 and both came out the same way. I’m using eSun pla+ for the dark blue. Also why are there small circles formed inside the grid?
