Remix between two great designs, one is the Ringchaku Spinning Fidget Toy by Jaatinen3D and The Ultimate whistle by franceschellifederico.
Ready to use with a length of 14 but if you want other measurements in the original design you have several chain measurements.

Works as intended using settings provided I think it ends up being too light weight so maybe increase the infil

So what is the problem?

It failed one time printing because of issues on my end so the program won't let me rate above 3 stars it being light and nor acting as a good fidget was the other problem
