I designed this for my ap-1 physics project where we were tasked with a 2 liter bottle that needed to be stable in flight, fly straight, have no parts break off entirely, and have a parachute that deploys and works. with the way that I did it, it did not get full points but it flew super high and very straight. I encourage you to make adaptations, the nose cone had to be drilled out to lower the weight and attach it to the rest of the rocket and the chute only partially deployed on one attempt. I dont know exactly what you could do, but be creative and share how it goes.
I did use 2 adaptations of the fins for a friends, maybe one of them will fit your bottle, otherwise just scale it
