Hello, that object is the Galactic Empire symbol. I haven't built this model, but it's most likely a decorative extra touch.

it looks to me like you take the circular piece with three slots in it and slot the longer piece with a rounded middle into the middle slot. The round grey piece goes on the front clipping onto the two piece protrusion. The loop is presumably for hanging. the other two round bits go into the other two slots to make the main body.

the three pieces of each winc clip together, and connect to the Y shaped pieces. those Y shaped pieces go on the ends of the arms on the main body. at that point you are done. I can't be certain on the order of building the wings. whether you put the Y shaped pieces on the main body first or build the wing and then slot the whole wing onto the body.
