This is not the actual flag of New Zealand, but a common Maori symbol for the nation, better suited in my opinion for the circular format and easier to print than the actual flag.

I printed the white and black parts separately. For a textured finish, I rotated the files 180 degrees to face down on a textured metal bed. You can do the same or have a regular surface finish.

Parts already include enough tolerance to allow an easy assemble. Very minor cleaning might be necessary for a good fit, especially if your printer produces blobs, zits or elephant foot.

I set mine on a cork circle with self-adhesive. You can glue to normal cork, felt, wood, or whatever you like, as well as scaling to whatever size you like.
