Is this a Ground bait feeder or pack bait feeder?

I only used it with pack bait, but imagine it would work with both. It is obviously very light, so you're relying on the wait of the bait. I wouldn't expect beating any records in casting distance :) It's just a much cheaper alternative to feeders that cost $3-$7 a piece.

This is a ground bait feeder, but most people in the USA don' t know how to use it properly and they slap some pack on it...
