Place baking soda in the compartment and cap the top. place in water and watch the toy submerge and resurface. Should be scalable to your needs.

Baking soda won't work has to be baking powder. Soda doesn't react with water and without carbon dioxide to lift the sub back up you just have a bottom dwelling toy.
