Do the NFC tags open the same apps on both Android and Apple devices?

I am using NFC tags in my projects, and honestly, they are giving me headaches. With Apple, it's very particular, depending on the model and updates, they don't work. And on Android, you have to disable the protection for unknown NFC tags, otherwise, it doesn't open either
