UPDATED - 31 August 2021
Monitor Mount-V2.STL has been added - the front lip offer better support when the monitor is tipped forward. Pictures uploaded but render will not be updated.

Basically, it can swivel in two directions and stay in place by the turn of a crank! The internal mechanism is a worm gear which can only drive, and not be driven, meaning once you set the viewing angle, it won't move, ever.

Of course, your monitor will most likely not match my monitor, so I've included a .sldprt solid body assembly if you'd like to remix/adjust.

You shouldn't need to tap any plastic holes, all you have to do it firmly start the thread with the fastener, and then continue to thread into the hole. The fasteners should form their own threads.

Besides the filament, here is the required parts:

6x M3x0.5 x 8mm Cap Head Screw (LENGTH AND HEAD IMPORTANT. BUTTON OK)
3x M4x0.7 x 16mm Cap Head Screw (LENGTH AND HEAD ARE IMPORTANT)
Whatever fasteners you need for your monitor.

CA ("crazy/super") glue, or epoxy, is needed for gluing the Base Plug Clips into the Swivel Joint. Make sure to glue them in so that the clip can be inserted into the base and squeeze together ie. the rotational orientation is correct. The slot should be parallel to the Swivel Joint Edge the pin is closest to. Refer to the picture. Also make sure the pin edge is flush.

Print the shaft 'laying down' so that the cutout is facing down.
Print Worm Pinion (shaft), Swivel Joint Plug, and Swivel joint at at least 0.10mm resolution or more.
Print the Worm Pinion (shaft) at 100% infill.
Print the Monitor mount 'laying on its side' so that worm teeth are parallel and half way up the print.
Use supports on everything except the Crank Knob.
Print the Base with 50% infill or more for structural strength.
