This model seems to be missing the black portion that the chain attaches to. Im trying to make it but that part was not in the parts zip

I wrote in the text that is a part of filament you have to cut, just cut it from the role and put it in.

what scale would I need to do to make it roughly 1/24 scale?

From 1:18 to 1:24 is to print at 75% of the size (new size = size x 18 : 24)
