While there are many tea bag holders available, none quite fit what I was looking for. There are some very nice vertical dispenser types, but they seemed a little cumbersome to use. The flat tray types didn't have the right amount of slots. And none seemed to be quite wide enough for foil sealed bags.

This is my solution. A modular, expandable tray. The slots are nice and roomy. You can print as many as you like and connect them together with the top clips and built in dovetail connectors. There's also a smaller tray for your favorite sweetener packets (pink stuff, yellow stuff, etc).
